正文分爲劇評部和圖畫部。劇評部有論說，戲評，諧文，笑話等。圖畫部又分爲新聞畫，滑稽畫，懸賞畫。文學分爲７大欄目，專登新舊劇觀感，戲別界動態，戲別藝術與戲別改革專論，從而成爲第一份戲別專報。1913年4月該報調整欄目，設有指南針、捷報、文苑、粉墨膽、八面觀、雜著餘話等欄，發表了大量時事諷刺畫和借古諷今的歷史畫。同時還刊出了一些研討我國戲劇發展的專論文章。

1913/4/27前為橫向印刷，之後版面改為直版。文字報導版面，中間都是伶人圖像 廣告 介紹某個舞台今晚演出的伶人戲碼如同劇照。

(腦筋中幻出身外之?世界外之世界由此境界而神存)餘彼竟藉此至而不為戲曲圖畫之薰陶力浸灌力刺激力提撕力所憾動者未之有也

戲曲圖畫計有偌大能力則用之而善必能普渡眾生用之而不善意能亭害羣倫負是責者不可以不慎此圖畫劇本之所以組織也。

病鶴嘗語於今日報筆繪畫有夥矣。其有為國為民，灑幾點心血於毫端者則我未之見也。余語病鶴今日執筆評劇者不夥矣其有為融XXX劇派懲勸新舊劇家而灑幾點心血於毫端者，吾未見也。

至舞台競爭，不在改良上著想，群起徵邀名角奇燒聲望之伶人……

圖畫日報之所以不可不亟集出版也。正秋不敏，願與病鶴暨諸同志絞腦索腸，以冀引起國人讀畫觀劇之興趣，而收改良社會移易人心之良好結果焉。
